The 46.3 marginal bracket

Despite the new tax rate reductions of the Jobs and Growth Tax Relief Reconciliation Act of 2003, the top marginal tax bracket for many retirees is a whopping 46.3%. Why? Because Social Security benefits are subject to income tax. Those affected are Social Security recipients who have the good fortune (misfortune?) to be subject to both the 25% income tax bracket and the 85% inclusion rate for Social Security benefits.

Here's how it works. First, you must understand how Social Security benefits are taxed. The income tax formula begins with the calculation of combined income. For all practical purposes, combined income equals adjusted gross income (not including Social Security), plus municipal income, plus one half of the taxpayer's Social Security benefit.

So far, so good. If a married couple’s income is under $32,000 ($25,000 for a single taxpayer), Social Security benefits are not taxable. If combined income is between $32,000 and $44,000 (or $25,000 and $34,000 for a single person), the taxable amount of Social Security equals the lesser of one half of Social Security benefits or one half of the difference between combined income and $32,000 ($25,000 if single). Up until now, it’s not too complicated.

Here's where the real fun begins. If the taxpayers' combined income is over $44,000 ($34,000 if single), the taxable amount of Social Security equals: the lesser of (1) 85% of the benefit, or (2) the sum of 85% of combined income over $44,000 ($34,000 if single) plus the lesser of $6,000 ($4,500 if single) or the amount of Social Security taxable under the old rules. Nobody ever said new tax laws created tax simplification.

Here's how we come up with that 46.3% bracket. In order to illustrate an increase in the marginal tax, you have to compute taxable income. Taxable income, as we all know, is net of allowable deductions and exemptions. The standard deduction (that many retired people claim), personal exemptions and the tax brackets are all adjusted annually for inflation.

Assume Hank is over 65, files single, utilizes the standard deduction, and has total 2006 adjusted gross income (exclusive of Social Security benefits) of $39,000 and receives $21,900 in Social Security benefits. That makes his income $49,950 (39,000 + (21,900 x .5)). He exceeds the threshold, so taxable Social Security equals the lesser of (1) $18,615 (85% of $21,900), or (2) the sum of $13,558 (($49,950 - $34,000) x 85%) and $4,500. Since $18,058 is less than $18,615 the taxable amount of his Social Security benefits equals $18,058.

That makes his final adjusted gross income $57,058 ($39,000 plus $18,058). After he takes his 2006 standard deduction of $6,400 ($5,150 + $1,250 for age 65 or over) and a personal exemption of $3,300, his taxable income is $47,358. That puts him in the 25% marginal tax bracket. If Hank's income goes up by $10 of taxable income he will pay $2.50 in taxes on that $10 plus $2.13 in tax on the additional $8.50 of Social Security benefits that will become taxable. Combine $2.50 and $2.13 and you get $4.63 or a 46.5% tax on a $10 swing in taxable income. Bingo...a 46.3% marginal bracket.

As you might image, a few people started to wonder how a tax established in 1898 could possibly apply today, particularly given the advancement of telephone technologies. Turns out it doesn’t apply! Given a chance to review the situation, five appellate courts have ruled the tax invalid.

After contemplating the situation, the IRS has decided not to challenge the legal rulings. Instead, it has voluntarily agreed to issue credits or refunds for the excise taxes paid the past three years. Specifically, you will be able to claim a refund of all taxes paid from February 28, 2003 till the date the IRS stopped collecting them.

To collect the refunds, the IRS will create a new box on all 1040 filing forms for the 2006 tax year. In practical terms, this means you will be able to check a box and get a refund when you prepare your 2006 tax return in 2007. The IRS will pay interest on these funds.

It should be noted the refund is applicable only to the long distance excise tax. You still must pay local service taxes and the refund does not apply to taxes collected by states and such. Still, any refund is a good refund in my opinion.

Another possibility is to take out a personal debt consolidation loan. This can be obtained from banks, financial institutions, and credit unions. The debt consolidation loan works like a house loan and gives you the breathing space that you desperately need to reduce your debts.

Debtors who don't want to take out a loan can consider selling 'unnecessary' objects lying in the house. These may include jewelry, antiques, furniture etc. The income that this generates can be used to pay down the debt. It helps me to stay balanced by dividing my time and activities fairly among business and family.

3) CLIENT: Then, in the area below those two, in the middle of the page, I list my client work out plan. Here I write down all client projects in the queue. Then, I prioritize them by asking myself, “Which projects will make me the most money today?” Spend your time on the projects that offer the most return on investment.

This was the closest I've been to facing death, and I hope its the closest I get for a few more decades. Having lived through it, I can now say this to you with a bit more certainty than when death was a useful but purely intellectual concept:

No one wants to die. Even people who want to go to heaven don't want to die to get there. And yet death is the destination we all share. No one has ever escaped it. And that is as it should be, because Death is very likely the single best invention of Life. It is Life's change agent. It clears out the old to make way for the new. Right now the new is you, but someday not too long from now, you will gradually become the old and be cleared away. Sorry to be so dramatic, but it is quite true.

Your time is limited, so don't waste it living someone else's life. Don't be trapped by dogma — which is living with the results of other people's thinking. Don't let the noise of others' opinions drown out your own inner voice. And most important, have the courage to follow your heart and intuition. Adsdaq is a new advertising exchange from ContextWeb. Its kinda CPM based advertising system so I thought of giving it a try and see how it works and how much I can make from it.

Our site was approved in no time and i was able to set up the adzone. I have placed the ads in the forum and they are doing well.

Adsdaq is placed at Tier 1 and I have adtoll in Tier 2 so Adtoll covers up in case there are no ads to display.

The ads are placed below the navbar in the forum and i have used the 728Ч90 Leaderboard format.

Advertising is a different ballgame. There is no substitute for a continued presence in the media. The right mix of paid ads and sponsored promotions of products, services, and ideas can work miracles for a country's image as a preferred destination.

Clever, targeted, advertising also ties in with sales promotion. Together they provide the customer with both motivation and incentive to "buy" what the country has on offer.
